have followed ALL advice on getting it,m have unlocked zuldazar, and finished speaker of the horde, have finished the tour, have logged out and back in, disabled all addons.
And it’s not a problem of not having a leveol 50, i literally just finished levling a worgen and a vulpera through chromie time.

Actualy your probalby forgetting to talk to the NPC in gromash hold to finish the exiles reach tutorial or u can travel far enough outa orgrimar to get a warning asking if u want to finish the tutorial.

But the commander folows u to orgrimar and sends you on a tour that can be found in gromash hold.

I have a lvl 35 Horde paladin on a different server that I’d like to finish leveling in Draenor. I go to Chromie and pick that timeline. She tells me not to take the drink from the scary orc. I get the quest Warlords of Draenor: The Dark Portal. When I go to the portal room, the Vanguard Battlemage is not visible for me to interact with. I have completed BfA content and have many lvl 50s. They are on a different server though, is this why I can’t use Chromie time? And if so, where is a lvl 35 supposed to start?
If the Pally in question is alliance, the mage isn’t in the portal room. He is just inside the entrance to the SW mage tower.
