DAMN, worked for me… my massacre is still not 1.5 sec cd but i was able to select node and finally use my talent tree

Just logged in - was in Heart of the Forest in Ardenweald - checked my “blocked” node for Intimidation talent - was able to successfully change and save my talents with Intimidation selected!
It also appears my broken “Starter Build” is also applying properly and saving.
Didn’t need to travel to my Class Hall or Garrison.
Patch notes for 11/4:
Fixed an issue where some characters may be unable to change their talents.

Still can’t take Rune of Power instead of Incanter’s Flow and Time Anomaly instead of Temporal Warp on my frost mage
I tried the garrison and order hall trick and neither worked for BM hunter. I’ll check ardenweld later

Today I finally changed talents, immedeatly after login, beeing in ardenweald
I got a response from a GM today acknowledging they are working on the issue and are currently unable to provide a workaround.
Still does not work for my character. Same problem.

Got it working sort of. Hoping it sticks. Took like 10 tries resetting and logging out.
it works for me now
I think it needed some time to work itself out, and some finesse from after the update on the weekend. 
Logged in and was able to change my talents to take Void Eruption which was my bugged out talent. I didn’t really have a lot of time to do anything else but when pre-patch starts next week and I have more time to play, hopefully it doesn’t come back and haunt me again.
