I boosted this character back in Shadowlands wanted to start on the Class Hall Campaign for the mount and the monk quest “Before the storm” is not in my journal and quests trackers show it is incomplete, casting Zen Pilgrimage does not take me to the order hall, and the messenger does not appear in Dalaran to initiate the quest. i saw someone else had this issue and a GM was able to fix. Issue seems to be happening due to the boost in shadowlands. If i can get some help from a GM would be awesome.
Try completing the WW pre patch quest that sometimes quases phasing issues with dalaran.
Already completed The harbinger quest chain on my main and this toon. I dont think its a phasing issue cause the quest for Breaching the Tomb are showing.

I don’t show that either of you are on the Harbinger quest line, in Wolfz case they completed it already.
The quests should be available to you.
Just our of curiosity, have you tried just walking into the Chamber of the Guardian? As far as I recall the quest should pop up when you do so, assuming you aren’t on the Harbinger quest line.

no not yet hoping soon and only people in the Chamber of Guardians are Jaina and Khadgar. i also walk around dalaran and afk for like 30 every day and the NPC doesnt spawn. also checked the quest ID to make sure i havent done them. i think it has to do something with the boost back in shadowlands. Because when i boosted it i never came to the legion area until now. and i made a fresh monk to test it and it worked fine but ideally i would use my 70 so i can solo the whole campaign
my solution ended up being: completing harbinger on my monk immediately popped the order hall NPC. the quest hadnt been accepted but was nonetheless impacting my phase.

Very strange. I wonder if there is a hidden quest that makes you eligible for that quest that might put you on the storyline, even if you haven’t grabbed the initial quest.

ive completed the harbinger on my monk already and still dont have anything from the NPC im not sure if it’s an issue since I boosted this character in shadowlands and never went to the legion area until last week. with a fresh lvl 10 monk the NPC pops up but ideally i use my 70 so i can solo everything and casting Zen Pilgrimage doesn’t start the scenario either
can you check if
/run print(C_QuestLog.IsQuestFlaggedCompleted(40127))
returns true? not 100% on this but I think its the tracker quest that makes the messenger appear for monks
