I used a level 80 boost on a character, and after logging in, I can’t queue for Timewalking in the Dungeon Finder. The option is greyed out and says “You may not queue for this. You do not meet the requirements for any dungeons in this category.”
Boosted characters must wait 24 hours before they can access older content. Even though it’s timewalking, it’s treated as regular older content.
