I’m working toward the Skull of Impending Doom in Classic and at one point in time I dropped the quest The Star, the Hand and the Heart back while I was leveling. I cannot pick up the quest to complete the questline for the Skull anymore. Neither NPC in the questline will talk to me, Theldurin the Lost or Keeper Bel’dugur.
On which character, Bigtoss? You appear to have two active WoW licenses with level 60 characters on each.
Your level 60 Troll Mage appears top have picked up and completd “The Star, the Hand and the Heart” recently. Your level 60 Tauren Druid already completed it as well.
Edit: Just for good measure I checked your other level 60, the Undead Priest. That one has completed that quest as well.

Yes, I picked up and completed the quest line on my troll today to see if I could replicate the issue but was not able to do so. I followed my troll mage around with my druid each step of the quest to find which part I was missing but was not able to pick up any quests along the way.
Which would be the level 60 Tauren Druid I mentioned who has already completed that quest. They have also completed the follow up “Forbidden Knowledge”.
If you are seeking the Skull of Impending Doom, awarded from that quest, I’m afraid I don’t see it on your character. It is likely that sometime after you completed that questline you vendored or deleted it. At this time there is no means of reacquiring it that I’m aware of.

That’s bizarre, I don’t remember completing it on that character and I would not have vendored it as it’s one of the most important items for a flag carrier in WSG - I thought I just hadn’t complete that questline yet.
Either way, it sounds like there’s nothing I can do about it?
You can check the item restoration feature to see if you can restore it, but if you can’t then a GM wouldn’t be able to either. They see the same items in their list.
