Cannot generate recruitment link

Hi Guys, I cannot see the Recruitment button on my recruit tab. I am sure I got active game time and I have reset the interface a couple of times. Have you ever met this kind of thing before?

Or, does it have any other requirements on levels or other stuff to become a recruiter?

Might be a silly question, but do you have all the permission set how they need to be?
