Anduin is not present in the castle. I have already completed the Tyrande quest chain.

It looks like you managed to complete the quest, Dubo. Was it the Legion questline? That seems to be the most recently completed set of quests that would impact that area that I can see.
In either case, glad you were able to move forward.
