I have a toon that faction changed at some point after BFA from horde to alliance. I cannot access Tiragarde Sound. I have tried the portal from valdrakken, being summoned, boat from Stormwind. All port me to Stormwind. I have done BFA content (tho toons that have not have no problem using the portal). I am blocked from Freehold dungeons because of this. There is no quest in Stormwind available to me to start BFA content. Can anyone help me know what to do or am I locked out of this content with this character?
Go to stormwind keep! There will be a room to the left after you go in the front entrance. Anduin will be behind a table in the back of the room. Start that questline and do a few of them and you’ll be able to get to Tiragarde Sound!

Maybe I would buy that. But the in game support directed me to the incorrect quest giver. Additionally, it seems this requirement is a bit strange, given that it does not exist for newly created characters. Just a bit of wonkiness from faction changing, I would imagine. Not much of a spoiler to be giving out.
A new character would pick up a quest from the guard next to a warboard that directs them to the keep.
When it comes to quests and faction changes, if both factions do the same quest it stays marked as completed (i.e. most of Legion except Stormheim). If the factions have different quests, then you start from scratch when you faction change (i.e. most of BfA quests).
