I just started not too long ago, I think it’s been about a month. I play on a roleplaying realm and I learned a lot about the races of the Horde just playing here and reading books outside the game. One of the things I would like is to have Mag’har orc available from the start. I would even go so far as to pay for this option. Is this not available, and if not, why? If I can boost a character to level 120, why can’t I unlock an allied race with out of game currency?
It’s not available. If you want to unlock them, you’ll need to complete the requirements.
But, don’t worry – Honorbound Rep is extremely easy to get to Exalted with due to the volume of world quests in Kul’Tiras.
A character around 420 item level can breeze through everything available there in an hour or two at most, and walk away with 1500-2000 rep per day.

Why?
An allied race is something you earn by completing a know set of tasks, and earning the trust of the race you wish to recruit and ally with.
Because learning about them and making friends with them so they will join you is part of the BfA experience. It’s literally part of the story line.
Buying a level boost is not the same thing.
I apologize. I’m not trying to sound rude here, but that’s not a very good reasoning. I can skip decades worth of content with a level 110 character boost to place myself on the front line with no actual experience in combat or magical ability. Story wise, I am a nobody with no reputation or skill shown previous to joining the ranks of the Horde. It takes the imagination of the player themselves if they so choose to do so to justify how, when, and where they learned to do what they can do. However, without that imagination and just going off facts alone I am a Darkspear Troll hunter who showed up in armor and weaponry from nowhere and pledged herself to the ranks. Story building is absolutely a thing, and I agree that it can/and should be a part of this game.
However, without outside interference players don’t have that ability, nor do most of the faculty to even create that which gives them a place in this world. The story telling up to this point literally throws players back in time to places in the game that are not even relevant anymore, nor do they actually have an impact on the current things going on in the timeline. With that said you could argue that this is your story-line, and this is your character building that brings you to the point everyone else is in the story. And that, my friend, is where my mention of character boosts come into play and the radical displacement caused when a person uses them to jump into the current content. When all is said and done, you could literally throw content out the window in the name of getting your character ready for the new expansion by throwing all their old world reputations, etc, to the maximum so at least your character has a backstory and can say I did this, and worked for them, and have earned their respect. However, I digress, and still think that this should be a paid service given the current way the game mechanics work.

Should you wish for this to be a thing, you could always try suggesting it. There’s an in-game suggestion feature which goes straight to the developers, or you could suggest it in General Discussion for other players to chime in with their takes on the idea.
As this is a suggestion, you want it to be seen by the people that make or break such decisions. You’ll want to repost it in the General Discussion forum, or use the in-game suggestion feature.
But understand that it is not guaranteed to make it into the game, and given the nature of them, is all-but-guaranteed not to.
You can not buy access to the Allied Races at the moment. The Devs have said in one of their Q&As that there is no plan at the moment to allow you to do it.

Agreed. I could see an argument being made for Nightborne, since they’re not only from a prior expansion, but their leadership has a significant role in current content – but that’s not the case with the Mag’har Orc allied race. Not only that, Nightborne are a far more time-consuming prospect to unlock, while Mag’har can be unlocked inside of a week with ease now that the time gating on the War Campaign is removed and with the availability of Honorbound reputation being what it is.
It’s quite genuinely the easiest allied race to unlock.
You’re skipping OLD content.
A level boost puts you at the beginning of BfA. Allied Races are PART of BfA.
It’s very good reasoning to say you have to play to unlock them.
“Allied.”
So the “rep” you need is part of the definition.
If you could “buy” it, they would be “Mercenary” races
