You are playing a high elf, therefore, the high elf race is playable on the Horde.
Your request is the same as the Horde requesting to play humans. The raceis already there, it is nonsensical, and damaging to factions to copy a race to the other side. It makes them neutral.

Blizzard will not repeat a neutral race.
