Is it possible for the numbers at the end of a battle tag to be changed? If so, I would like to have mine redone, as mine is a bit unfortunate. (Preferably for free, since it was randomly assigned in the first place).
It is not possible, I’m afraid.
Your first BattleTag change is still free as far as I’m aware, so that could be something to look into.

It is.

Cleaning up old posts!
Having done my own BattleTag change back in July, it’s why I suggested it as an option in my first post.
The numbers are dynamic.
The service purchase email even shows my previous Tag, numbers and all.

The numbers change. I have records of people with forced Btag changes, as well as voluntary ones. The number is randomly assigned when you create the new Btag. It is not something the player or Blizzard can control.
We get what we get. If someone really hates the number, they could change their Btag and it would change the number too.
The only permanent number for our accounts is the core ID number that we never see. Everything else is attached to that (name, address, email, password, account details, Btag name, etc.)

Is it possible to request a change but have the name stay the same, or would it force me to change the name as well? If possible, I’d like to avoid paying for two name changes (the free one to try and dump the number, then the paid one to get the original name back).
Does a name change mess with the friends list?
Where the number is the unique identifier for your account, it’s possible that hundreds of people can have the same name as you. My previous Tag was Echo, and I can imagine that one could have run up several hundred.
I’m not entirely sure that the system will tell you at the time of change that the name is your current name to save you the hassle, but you’re welcome to use the free one to check, if you want. If it stops you, that’s the end of it.
Your social list is not factored into any step of the process.
My battletag has 4 numbers on the end, I don’t know why, no one else has it.
Everyone has numbers in their tag. I believe it only matters when sending out friend invites by battletag.
They might. You wouldn’t know for sure unless Blizzard told you directly, which they won’t due to privacy, or you found and asked every single player across all their games and they told you.
Auto complete?
Autocomplete will draw from character names in your guild, sure. But not BattleTags.
That will only happen in-game, too. Launcher does not have autocomplete.
Everyone has numbers after their Battletag. They are randomly assigned when you create your Btag name. That way the Text portion can be the same across multiple users.

My Btag also has only 4 numbers. It depends on how old your Btag is. The early Btags have 4 numbers but newer ones may have more. The first number in your Btag also tends to reference the Region it was created in.
Given that the numeric portion of the Battletag is either four or five digits, there can only be a maximum of 110,000 possible combinations. Just as the name isn’t necessarily unique among Battletags, the number isn’t necessarily unique, either. The combination of your name and number is unique.
Hypothetically, there might be the Battletags Randomplayer#1234, and Otherplayer#1234. If Otherplayer chooses to change his tag to Randomplayer, the system could allow the change and assign a new numeric identifier. The new tag might be Randomplayer#6789.
It seems unlikely to me that the numeric identifier is static and inalterable once assigned.
It can be more.
However, you are right, the number assigned is random and it is the combo of the text + the number that makes the Btag unique.
We DO have a static numeric ID, but we never see that account ID number. That is on Blizzard’s end and is what our Name, address, payments, Btag, and everything else is linked to. That allows a name change, email change, btag change, address change, etc.
