The entire park is gaudy and it’s arrogant because Varian wasn’t the only one who gave his life to defeat the legion. A simple memorial near his wife would have been far more appropriate
Tbf the memorial itself has all the names of the people lost at the Broken Shore so it does actually serve a purpose in honoring them, but you are also right. Varian should be next to Tiffin.

Lorewise he was awol for 2 years tops. About to go to work so I dont have chronicles to back it up.
He has been ruling Stormwind since the end of Tides of Darkness. So that is about 19 yearish of rule. 15 of which was during a time of relative peace and prosperity for his people.

That’s about right. He went missing right before Vanilla then reappeared with Wrath. If each expansion lasts one year, a two year timeline makes the most sense.
