First page literally states that the GM will mostly ignore it until he gets really bad and targeted. They usually whisper you and tell you a warning first, which doesn’t happen anymore.

The system the OP is complaining about is literally to let them know they can either view it, or report it. If it was automated, they would just action.

No, they did not. They suspended people who were reported for profanity. Then those people were upset that they got penalized “Even though there is a filter” and complained about it.
Prompting the Blues to remind them that the filter does not give people permission to break the rules. Note the dates. People have tried to pretend that they were “allowed” to talk like that…when they were not. Not if reported.
