Hey! I’ve recently moved to Europe and I know that people can have licenses for both US and EU regions on one account.
However, when I go to the EU region store and click “Buy World of Warcraft”, it takes me to the page where I have to buy game time as well. I already have a subscription - do I need to have a 2nd subscription just to run the EU region game? Or is there an easier way to get an EU license on my account?

Yes.
The regions are separate, with independent upgrades, game time, etc.
While you are welcome to add an EU license to your Battle.net, you could also still play on your NA license if you wished.
Each license requires its own game time, regardless of region. If you had two NA licenses, and wanted to play them both, you would need to purchase game time for them both individually. The same applies if you have an EU license and an NA license.
And be aware that most account bound items, with a few exceptions for some items purchased from the blizzard store, ar not account bound across regions.
