The “Wisdom of Winds” buff" buff is missing as of the weekly restart/update. Here’s the original thread on it. Others are also starting to comment on it missing.
You’re a bit early for the restart, even if servers came back up. Restart should be about right now and you posted about 10 mins ago.
Edited to add: you may need to log out and back in to actually get the buff if you were in game, not sure

Wait, the maintenance isn’t considered a restart?
Maintenance often ends early. It’s just like the great vault loot not being available until 8am PDT on Tuesday even if maintenance only takes half an hour. The true weekly reset occurs at the daily reset time of 8am PDT (until daylight savings ends in November when it’s an hour earlier). I am seeing the buff on a level 55 character.
