I’ve tried a few times now to get the brush from Snickersnee but he doesn’t present any option to get one. Without this I cannot progress on the Blanchy mount.
I’ve already completed day 1’s turn in of oats to Blanchy but am completely stuck now. Any ideas as to why this is?

You ask Snickersnee about the grooming brush, and they give it to you. I thought I had to buy it or something. Nope.
Could’ve sworn it was also an item you purchased off them, huh.
If it’s a dialog option and it isn’t showing for you, you may have corrupt display elements.
There is not an option for that for me… Resetting the User Interface in the above link did not fix it either. Thank you for the suggestion though.

You don’t have the option to ask Snickersnee for the Grooming Brush because you already have one, and they know it. 
You appear to have it in a Deep Sea Bag in your Bank. I’d recommend using the search option so it highlights, that will make it easier to locate. .
