If anyone is stuck on the spriggan quest like i was, all i did was go to the turn in point (no NPC) , left for 5 minutes, and died to the hostile mobs. I rez’d at my body, and the NPC showed up. Don’t know why it worked, but it did for me.
I gave it a few hours and did other quests/torghast and came back and he spawned next to me when I got back to the area.
Same here. Just turned it in a few minutes ago.
I had the same issue. It eventually worked out to where I went back to the spot he was supposed to be and he was there. Not sure what triggered it, but this is what I did.
- Went into a dungeon.
- Went into the Maw and into Torghast.
- Completed a level of Torghast.
- Went back to where quest was indicated to turn in.
Maybe it’ll work for someone else, maybe you just have to go into a dungeon or just into the Maw. I’m not sure.
WENT back 3 hours LATER AND HE SHOWED UP
they can fix this:
- Baine can now be targeted by snowballs in Oribos for the Scrooge achievement. Happy Winter’s Veil!
but not a main campaign quest … priorities

Go into warmode and return to the zone! I tried this and it worked!!
