I just bought the base ($50) war within, which says it includes Dragonflight.
I reached level 60 on my monk and I didn’t get the dragonflght quests, so I went to the zepeling and got the message that I need Dragonflight installed to access that content.
Just to get this question out of the way, are you sure you applied it to the correct account?
If you’re ok there, it could be still processing. It can take up to 24 hours before purchases are unlocked. You should be able to check your Bnet account and see if it’s still processing.

how can I check on which account is applied?
My other account shows as (starter edition) so I think it wasn’t accidentally applied there.
It used to be under your account overview. Looking at my accounts, all they say is DF, which I assume is because TWW hasn’t released yet. My Bnet launcher however, shows TWW.
You should be able to scroll to the bottom on your Account Overview on Battle.net and see if your purchase is complete or still pending.
