Neither. I love how you act as though people are not already being boosted by dungeon boosts. Give me a break.

58 character boosts are really only pay for convenience not pay to win. You can boost 50000000 alts, make millions of gold selling cloth and mights and buy all the crafted and BoE BiS gear and still not be able to beat a boss in Kara cause you are a terrible player. Pay to win would be paying 100 bucks for a Martin’s Thunder GM weapon and running through a raid oneshotting everything with its use ability.

“Paytowin” is paying for a level 71 toon in tbc.
Lvl 58 boost is just “paytoadvantage”
Buying a time/gold advantage is not a big deal in tbc since everyone has more gold than they can spend and being geared before others only lets them have an advantage for a certain amount of time.

Eventually it all evens out. Transmutes and tradeskills will all become worthless and everyone will have max level of every class.

The meaning of “paytowin” has changed. It used to mean paying for an in game advantage but now its specific to paying for advantages you cant get normally playing the game.

That really depends on what they did during that play time.

It is not a small number and it is against the ToS. I love how you act like any argument other than your hyperbolic or strawman ones are completely unbelievable. This makes me feel that you are either;

  1. Involved in the RMT market.
    or
  2. Making your gold from dungeon boosts which makes you the cause of the demand for the RMT market.

Either way, you are most likely breaking the ToS with your game play and hopefully Blizz will slap you with the ban hammer.
