Im currently boosting my second account in SoD with my paladin on my main account and i have noticed a trend today that people will activate the shadow of dooms and kite them into my aoe to ethire try and kill me or make me kill thier shadow, is this not considered griefing and or harassment?
Not really either. If you are engaging in open world content, other people are free to play in the same area as you. If they deliberately follow you around for days on end, maybe, but even then not guaranteed.
They might need help killing stuffs and see you just AOEing them down and think “great, he can help!”
If they are messaging you and being rude, report them. You can also put them on ignore. If you want to level completely alone, you can always find some instance or remote cave to do so in.

So kitting mobs purposely into others aoe is not griefing?
It could be considered rude, but no, that by itself is not actionable by Blizzard.
If the same person did it for hours and days on end you could possibly have a case against them then.
As mentioned before, you can always go into an instance or some random out of the way location if you don’t want to run into other characters. You could also simply stop doing AOE damage until the other user got the hint that you don’t appreciate their company.
You’re free to report the user if you feel they are acting inappropriately. Blizzard won’t smite them down in front of you or anything though. And while it won’t stop them from simply stumbling upon you, you can also put the user on ignore. You haven’t mentioned being verbally harassed though so it wouldn’t really stop much in this specific situation though.

I purposely moved away from them they followed me purposely trying to get me killed luckily the invasion mobs are bugged and constantly social aggro so i just bubbled and bam 300 mobs turned ans one shot the rogue and than i had to spend 10 mins trying to get out of combat to reset the mobs… but they tried 5 times yesterday till i got sick of it and just ended the shard by summoning all 4 dooms and killing them so they would leave me be

It’s been happening for years even decades, I found best way was to avoid using aoe abilities when others were around unless they were in my group. While not greifing it’s annoying yes but not actionable.
