I would like to know if it is possible to exchange or refund a boost because I realized they messed up the spec I wanted to play with aka feral, this is not how it was until later in the expansion and I don’t want to play with this energy change from release.

Character boots are pretty much final.
You’re welcome to ask via a ticket for a refund, but I don’t think that will be something that they can help with unless the boost was extremely recent (like you just boosted now).
Well that’s pretty dirty, man.
How so? It even mentioned it during the boost process that it permanent.
Nobody forced you to boost a specific class etc.
If you choose to put in a ticket, then I wish you the best with it. Maybe this will be one of those exceptions that can be made.
How is that dirty? Generally speaking, all sales are final. It is expected of us as players to know what we’re doing when we purchase these things. Your ‘buyers remorse’, as it were, is all on you and your choice that you made.
Now, as Perl has stated, there is a chance this can be undone. Submit your ticket ASAP and let them see what they can do. If it were dirty, as you’d like to say, it’d be too bad so sad, hate it for you - and you wouldn’t have this option to even try and get it fixed.
I am sorry the state of the class wasn’t exactly what you were expecting, Xfe. you are welcome to submit a ticket and inquire about a refund on the boost but I’m afraid in most situations a character boost is permanent. There are a couple of exceptions, but they tend to be fairly specific.
