That dude in the Mumbagalandalagagag (pvp area) where you get your battleborn sigil. The undead dude right beside Volrath. He now has a trade option.

I tried to talk to every vendor in there I didn’t see anything , gonna have to try again when I get a chance ,thanks .

Its a quest reward from one of the NPCs near PvP chest, not a vendor item.
Quest requires:
Win 1 PvP island
Win 1 Battleground
Win 1 Epic Battleground
