This is not true in higher content. The same argument could be made for all of shadowlands once players outgeared the content. Mythic 0s have been easily outgeared.
Trust me healers are going to be beyond needed in keys this season. Self-healing just makes high keys feasible.

People that want to pump damage will roll a dps, players are not actively choosing the healing spec to do dps.

i dont’ believe that at all…and i think healing has evolved across multiple game genres to be more than just healing - overwatch, healers are doing DPS, MOBAs - they’re called support and do dps, RTS games have healer/casters that do LOTS of dps, many healers in WoW have it built into their design to tie in dps to healing (druids, paladins)
we haven’t even discussed the usage of utility either - which is equally as important as the healer’s damage output
I think you’re in the deep minority…and blizz needs to change the title of the role to “support” to avoid the play on words, and define the modern healer better.
healers have not been asking for a limited kit - they’ve been asking for much more, which is partially why we got our new trees.
overwatch, healers are doing DPS, MOBAs - they’re called support and do dps
You know they have healers that do dps and healers that don’t right? I don’t see too many mercy or Janna players focusing on dps.
There is a time and a place for healers to do dps, when its required or when you’re bored. Healing/Utility takes priority over dps

Healer dps did not make or break the keys at all even at a high level.

no, it’s entirely content driven. it’s not based on whether you’re bored or not…it’s a skill to dps, heal and use your other abilities - you also need to allocate stats correctly, and use good decision making. there’s a lot that goes into it tbh

well what are we discussing? top 0.5% of players or the overall role of the class? stop shifting the goal post, nobody at that level is complaining about the healing toolkit, and if anything at the lower end, there’s way less to heal, due to the scaling & much lower ilvl requirements.

it’s not always DPS, it’s utility too…being able to use more of your class tools is a skill issue.

what exactly do we disagree on then? i know that dps isn’t required, but i’m specifically responding to (and disagreeing with) the ideas that healers should “only be healing” as some have implied above, as well as the idea that healers being able to kill things isn’t good for the role & that’s not what players want.
i cited other games to show that really - playing a healer in games has evolved towards a more combat-medic role (although there are still options for the more traditional healer, like you pointed out - mercy, or playing a very heal focused class like priest)

FFXIV has various modes of dungeons much like WoW.
MSQ = normal mode, then theres Hard mode, Extreme mode, and Savage mode (I think, I havenʻt tried anything beyond Hard and its only because story progress is locked behind those hard dungeons).
All have a time limit, but its really long like 55 minutes or so, I suppose its there to stop afking in a dungeon.
