That is a lie, not once did I have DW lose RI stacks. Out of every single test I did not once did my RI stacks dip below 50% with DW.

And no, 2h will not have full stacks all the time for Obliteration windows. At least not all of them. Depending on when the stacks fall off, you could be going into a PoF window and have 0 stacks so you only get maybe 1-2 full stacked Obliterates.

This is true, but it’s still fine. Simulations take this into consideration.
