Yeah, you could delay it or accelerate it, and it looks like they chose accelerate. The problem with having it run concurrently with ICC though is that it’ll probably end up being completely ignored. Maybe they could squish Ruby Sanctum (which I forgot existed entirely), and put it and ToC in the same patch.
So if gear does not matter then why equip it?

there is a slime mold in a mop raid that will one shot uber geared level caps. that slime mold got strong in the couple of ilevel squishes since mop. I saw them 8.2.5. hit them…they live. Wth? they hit back. I am dead. one shot…dead. not even a boss. trash slime mold. I avoided slime after ofc.
and an alpha DF tester wondered what happens at level cap in good df gear in legion. ran some legion raid. Raids are broken. again…now 3 expacs later, they can’t get this working right.
for classic folk…this would be analogous to being level 80 in wrath, going to see hogger. and he for reasons mysterious is taking 40 rotations to kill. assuming he doesn’t kill you first (very likely)
Well no because accelerating it is tied with the ilvl nerf which creates problems. Delaying it to closer to ICC so it functions as a pure catch up raid and not a tier itself does not need that.
IDK why you lot are having this much a fit about this. Based on how most of you play, you lot already overkill raids so this isn’t that big a deal. just need to spam your skills slightly longer.
Removes fun from the player base by drastically cutting player power, and the stated goal of this is to keep ulduar relevant for longer, when they can just achieve this by making the ulduar phase longer.
The fact that they would need to retuned RS and ICC / Trial to a degree is the number one reason why it’s very unlikely to happen.

Here’s the thing, Wrath already has a solution to some people considering raids too easy.
It’s called hard mode, they were always there in wrath for people who wanted them. You’ll notice that a lot of people whining about wrath raids being too easy never actually did any of the hard raids?

I see what you mean. I also forgot that ToC has its own tier set, it’s gonna be really weird having Ulduar AND ToC tier sets in at the same time and at similar itemlevels.

I don’t see them doing it. It’s an idea, but they struggle to release patches on time. Retuning ICC/TOC and also juggling class balance would be a monumental effort by classic standards.
I’d be all for it if they had a solid track record on being all over this stuff. They don’t.
