You definitely can purchase a Token from the in-game Shop with Balance.
The Token you purchase from the in-game Shop using actual money (or Blizzard Balance) can ONLY be placed on the Auction House to sell for gold. The Token from the in-game Shop CANNOT be used for game time.
The Token that can be used for game time ONLY comes from the Auction House and you purchase it with gold.
The token you purchase for $20 is ONLY to place in the in-game Auction House.
The token you purchase from the Auction House for in-game gold is ONLY to redeem for a month of game time, or Battle.net Balance.
Which brings up another point. If you have the gold available, you can purchase the token, add it to your Balance, then purchase the 60 days of game time. The $20 you have + the $15 from the token should cover all taxes.

making people purchase extra currency that they arenāt going to use in order to buy a subscription is scummy behavior.
I wish never knew about it and that my credit card didnāt glitch.

through the course of the many years I have played. Iāve spent nearly $3,000 on this game. but they felt the need to add confusing gimmicks in order to try and nickel and dime me out of an extra 10 bucks.
pushing the limits of monetization to the border of frustration is a really bad business practice.

It was your credit card that glitched. Blizzard balance has been around for quite a few years now so they didnāt add any confusing gimmicks. They even announced before the time card thing that there would no longer be 30 day time codes as it was going to be 60 day increments only going forward to make it simpler than 30, 90, 180 day codes they had prior.
I had hoped the replies had clarified that the purchase of balance wasnāt really required. Itās nice for players who only deal in cash, to buy a balance card from the store, but not required.
Hindsight and all, if this error and post make it into a Google search for other users (not op), clarify what the original error message is first before taking extra ordinary steps to buy something that may not be needed.
The point I and others are trying to make, Oakspirit, is that at no point did anyone make you purchase Battle.net Balance.
You received a message that caused you some confusion and you assumed your credit card was no longer able to be used. You went out and purchased a Battle.net Balance card from a store and felt that would work, but you misunderstood what options are available.
There are no gimmicks involved here, there is no reason we need to try to trick someone for an extra 1, 5, 10, etcā¦ dollars.
That fact of the matter is, methods of payment sometimes experience an issue from time to time, often at the time when a charge is trying to go through. That can be caused by any number of factors, but none of them are malicious.
We tried to provide some troubleshooting, such as removing the current method of payment you have on file and adding it back.
I am sorry for the frustration you experienced and that you have determined that you no longer wish to play, truly, but no one is trying to pull a fast one here.
