And believe me. I want RDF in because it was in the original Wrath. I actually liked RDF. But the RDF/No RDF debate is just the same argument back and forth. I was just trying to provide an alternative solution that makes the majority happy.

The majority will be happy when RDF is in the game. Your sentiment is noble but ultimately you’re capitulating to a bunch of hysterical toddlers who have been emboldened because their mother gave in to their tantrum and bought them the chocolate. Mind you, Blizzard didn’t do it on purpose, but the impact is the same. They now believe tantrums are how they get what they want.
You don’t compromise between a vast majority with reasonable demands and a vast minority with unreasonable demands by meeting in the middle. You compromise by ignoring the latter.

By the by, before I go I do believe that in the TOS if you threaten someone with reporting them, it prevents the mods from doing anything about it. At least that’s how it worked a few years ago. You couldn’t threaten tos against people because it invalidated your report when they reviewed the case.

This implies that no one ever acts in a manner which would be accurately described using negative terms. Calling a random person egotistical and narcissistic would maybe be harassment, but pointing out that someone who behaves egotistically and narcissistically is both of those things is not. For what it’s worth that’s definitely not the end of Nyseine’s toxic behavior. She also actively enjoys the misery of other people, which is frankly disturbing.
Selfishly, the crux of the reason I am against RDF is it will reduce the number of players I have available to me for pick-up groups if I choose to not use RDF.
The reason for this should be obvious: there is a segment of players that don’t feel strongly about it one way or the other that will primarily use RDF because it is more convenient. These players would become unavailable to me for pick-up groups.
The only acceptable compromise for me at this juncture is to equalize the opposing methods of grouping by incentivizing manually grouping to such an extent that it makes up for not having the convenience of RDF. This is the only world in which “if you don’t like it, don’t use it” is effectively an acceptable solution to not liking RDF. It’s the only world in which it’s truly a non-coercive choice.
I think the OP in this thread is on the right track; I just think the numbers are way off. It would need to be implemented and iterated on to strike the right balance, probably.
The goal–the compromise–would be to reach equilibrium, where both methods of grouping have roughly 50% of the dungeoning playerbase available to PUG with.

They very clearly define harassment as INSULTINGLY referring to another player. It doesn’t matter if the insult is accurate or not.
Nope! actually, the only thing about reporting in the tos, is Reporting falsly purposefully (like spam reporting) or discussing a ban thats happened,you can and should point out tos worthy offenses and ive very much watched people stop or dissapear mysteriously after having one of these discussions

I’ve got an alternate solution, one that Blizzard can wash their hands of the whole situation on and change it from being a Blizzard Problem to a Playerbase problem.
Make new servers with RDF as their own, cut off from the rest of the servers, option.
Make one way transfers to them so once you transfer to an RDF server then you can never transfer back so you can’t abuse the system then return to the normal servers.
There is the RDF a select number of people want, separate from those who don’t want it.
It becomes a player problem in that if a person has friends who want one option and the player doesn’t they have to make a choice instead of blaming Blizzard.
Boom, both sides get what they want.
