We can’t put tinker Glider on the cloak because it already has an ‘on-use’ effect.
If this isn’t a bug then you just took away one of the only perks/uses of being an engineer.

What is the on use effect? Mine doesn’t show anything. I will admit it is mildly annoying losing the glider now gotta give up more bag space to carry parachutes. Blah!

seem to answer your own question there, its not a bug you could never apply Tinker items like the glider or parachute on items that have a on use effect
It comes later with a higher rank on the cloak, Rank 6

Oh no, 1 issue for a profession and it’s ruined!
How about the whole exspansion has screwed over every profession.

Well, enchanters got a better rod. I cost an arm and a leg, but it’s new and shiny!
they screw over engineering every chance they get… they added a brez item to engineering and it has a chance to kill us?! i dropped engineering after that. if blizz doesn’t want engineering to be useful or fun, i’ll take something that is.

You can still make glider kits and use those.
We’ve also had multiple topics on this with some similar responses. I’ll link a few that have more than one or two replies in case you’d like to read them.

Seems like this “problem” can also be solved with engineering: goblin glider.

You’re complaining that your engineering is useless because a tinker effect doesn’t work on one cloak… yet your other engineering ability that does the same thing still works? 
Goblin glider kits take up space. Would be happier NOT having to take up that space. (After I go get my cape that is)

My gripe is with the leveling of professions now since the ranks for sinister is gone… and it’s so frickin expensive 
But Glider kits take up room in our bags…I already have a ton of crap I have to carry around for the last two zones we got now I have to use kits for gliding…blah.

One space. As I’ve said before, as a 14 year old pack rat Druid with herbalism, one bag space is not the end of the world.
And you can drop your Mechagon stuff into the bank. I don’t carry anything for Naz.

ONE of the perks. im engineer and idc much about it. you still have loot-a-rang an ah in town and MANY other perks. stop nitpicking
People really cannot stand to see any success in a patch from Blizzard. The most ridiculously small things are cause for riots now. Clearly this “debacle” affirms that 8.3 is already a failure and that Blizzard is purposely at war with the customer that gives them money. “CLEARLY”. There’s no other explanation… sigh.
