If I buy the Blazing Heroic Pack, would the transmog and Avatar of Flame Flying Mount be available for WOW retail?

The article you linked lists if it is available for Modern WoW or not, and that isn’t listed as a retail mount, so no.

You get Runebound Firelord Flying Mount for Modern WoW.

I’d take a look at the shop page for the product, Achilis.

It notes which products are for which game and when they will be available.

It’s really too bad, because if the transmog/toy were included for Retail it would be a no-brainer for me. With just the mount and pet for retail, though, it’s not worth it.
