Tried to get the weekly quest for Black Temple timewalking but the NPC has nothing available.
Joined a group and they tried to share the quest but it said that it couldn’t be shared with me because I am not eligible.
Unless I’m missing something obvious seems like it might be a bug. 
I am experiencing this issue too. The NPC ‘Vormu’ is not offering the “Disturbance Detected: Black Temple” quest for The Burning Crusade Timewalking.
If you are holding the Disturbance Detected: Blackrock Depths it will not show. Drop that quest and you should be able to. The problem i currently am having is that I completed the Disturbance Detected: BRD before i found out this bit of information. Now I just can’t get it, it seems.
Really hope this is a bug considering the two quests offer vastly different item level rewards.
Yep, can confirm that after dropping the BRD quest I was able to pick up the Black Temple one. Thanks!

I completed the Blackrock Depth one first but I still cannot see/accept the Black Temple quest for timewalking.
Yup, I did the BRD timewalking quest and now I can’t pickup the Black Temple quest. Really really annoying, considering the gear I’ll be missing out on. Really hope this gets fixed this week before its over.
Came here to say that I’m int he same boat, I completed the BRD quest before knowing about the Black Temple quest and now I’m screwed out of the BT quest. Blizzard please hotfix this asap!
Hoping for a hotfix or something too since I can’t find anything, anywhere, that discloses that the quests would overlap like this.
Well for now just do BT till Illidan then dont kill him till they hotfix it. The disturbance BT quest only needs you to kill Illidan. Then you can offer skips in premades this way too.
Why would I want to do that when the only thing I want is the Illidan kill for the chest?
Same for me, completed BRD quest like 1h ago and now i can’t get BT quest
Make sure you all are opening a Bug Report in game as well to get more eyes on this issue.
I thought it was a issue where I could only have one disturbance quest at a time, so I finished BRD and went to go do black temple and the quest never popped up, and it cannot be shared by other players. I did the black temple run for the badges, still kinda annoying. Hopefully there will be a fix for it soon.
People have said get rid of “Disturbance Detected: Blackrock Depths” - But, for me I had that finished so I went and turned it in. I did that on my hunter, and the “Disturbance Detected: Black Temple.” was still not available from the NPC in Shattrath. It still says “Not eligible” when a friend of mine tried to share it. I have not been to Black Temple this week. Very bugged.
So I got on my Shaman and went straight to Shattrath and grabbed the Black Temple quest and was able to go to Tanaris and get the BRD quest too so it seems like as long as you grab the BT quest first you’re all good.
I also have this bug. I turned in the BRD quest and now I see no quest in Shattrath for the current Black Temple time walking event. Thankfully it’s only one of my characters, but I would still like this resolved so i don’t miss out on this one
Posting to just say I am having the same problem. Hopefully we can get a hotfix.
Yeah I did the same thing. Actually was in BT trying to figure out why I was ineligible and didn’t recall til afterwards that I had already completed the BRD quest. So now for 3 characters, my 3 main characters at that, I miss out on a piece of hero loot. And also their vaults were crap so a lose lose x3 this week. Yay.
