Players are unable to get the quest for BT TW if they have done the BRD TW quest, intended?

Black Temple timewalking quest says Not Eligible

Tried to get the weekly quest for Black Temple timewalking but the NPC has nothing available. Joined a group and they tried to share the quest but it said that it couldn’t be shared with me because I am not eligible. Unless I’m missing something obvious seems like it might be a bug.
