Came here for the same issue. Was on Bleeding Hallow-U.S 2pm CST 19 Dec 2023. Jahqu-Druid Guardian. Also submitted bug report and a tweet to CS_Blizzard on X (formerly Twitter)

Same issue. Tried logging out and back in. I left the zone, disabled all addons, etc.

same…I saw the plans get looted by my toon when I looted Dan but as everyone else is saying, I don’t meet the requirements for this quest…so awesome. I logged out, shut the game down, come back & still nothing. q log is showing all requirements for the q completed…gotta <3 these small indy companies & their glitches.

Same issue.
Quest accepted, raid entered, Illidan defeated, battleplans looted, turn in attempted, requirements not met.

Something worth noting is I don’t seem to have the quest item in my inventory anymore (despite looting it) ~ I feel like for one reason or another the quest item has de-spawned between picking up and leaving the instance. Likewise though I get the “You don’t not meet the requirement” error. Similarly I’ve had this issue with Ulduar and a GM refused to help (Went into a long winded condescending rant about how ignorant I am about what GMs can and cannot do.) Then basically told me better luck next time.
