They don’t technically have to be.
A group of Grimtotem remain with the Mulgore Tauren from when Magatha tried to usurp the chiefdom.
No, tauren have some sorta similar looking body paint but it’s still very noticeably different from the paint Grimtotem use. The HMT body paints look closer to Grimtotem paints imo, but they’re still pretty distinct.

Don’t need to, there are defectors from the Grimtotem tribe that stayed with the Horde after Magatha’s betrayal. Jevan Grimtotem is the most well known, though he has yet to appear in game.
There’s already some Horde NPCs in game using Grimtotem body paint, one of which was added as recently as 8.3, namely Torkhan in Valley of Wisdom. He even wears the tauren heritage set.
