No 2.4.3 server has ever had a wotf cd like the one you are suggesting, i’m pretty sure it never existed up until that point in wrath, it isn’t in the 2.3, 2.4.0 or 2.4.3 patch notes, so i’m not sure where this information comes from, the first instance of any wotf post launch nerf is in the wrath prepatch where it is changed to not give immunity anymore

This has always been the case, but I would argue its because horde have the superior PVE racials.
Most people who play this game play it for the PVE, (especially in this parse environment) and thus you have a pretty clear majority playing horde.
The thing alliance DO have is pvp racials. People are going to disagree but the alliance have hands down the better racials for pvp/arena. An alliance RMP will farm a horde RMP 3-0. A flat attack damage buff or haste buff can only be used so effectively vs things like perception, escape artist, or stoneform, which can absolutely turn the tide of a match if used properly.

Rmp is almost always a rush down on the enemy teams mage, stoneform does nothing because no rmp is going to target a dwarf in a mirror. Their ud priest will chase your dwarf priest the entire game and if he gets feared its game over

I haven’t parsed through the old patch notes but I’m not taking PS stuff at face value, been there done that. Many issues with those places from the beginning.
If I’m wrong and this was a pre-patch change then this doesn’t change the fact that they could technically use that to break the meta. I agree that the 5s immunity + no shared CD was a huge issue. They took the tinnitus fix for drums from pre-patch, so this would be a potential change to think about as well.

first 3 high level rmp mirrors i could find in the last year, all 6 times the mages were targetted, not even an undead priest was and he doesn’t have a stoneform

Honestly you already know the solution to this problem but Horde just love standing in Org and grunt at each other rather then fixing the issue by rerolling.
I recommend you QQ to blizz to nerf your racial into the ground so bad that no one will want to play horde.
