150 in kul tiran mining but i still havnt got the quest called A need for Coal. Ive gotten all the other quests to progress in ranks other then the one for monelite deposit

Did you drop mining at some point recently? From what I can see you completed the “A Need for Coal” quest already on that character.
I did drop it a few weeks ago and recently picked it back up
If I had to guess, it seems you may have completed that quest prior to dropping the profession. The book Forgotten Techniques of Kul Tias should allow you to recover any lost skills (i.e. Mining Technique: Monelite Deposit (Rank 2). ) .
