It is literally a fact that the Evoker class is based on dragons and the dragonflights. That’s from Blizzard themselves.
Yes. I said that in the first post. Much like it’s your opinion they’d not make a good class or it’s your opinion their abilities would somehow be part of another class.
How can they be a good class if they don’t offer anything new to the class lineup, and there’s no basis for them as a class in the game?

Look at the other 13 classes. Also WoW devs themselves stated that WoW’s classes are based on WC heroes.
They’re based on draconic heroes like Alexstraza and co.
If you can find some bardic heroes to base Bards on, then maybe we can have a conversation.
Bards being tied to storytelling could make Chen a class trainer as a Bard. He may not be the most musical but Pandaren society at large understands the beauty of music. And after all the Retcons WoW has gone through that would be a very easy one to implement without having to rewrite much
Which is to say, inspired by something else.

Which is to admit, a class such as the Bard could exist inspired by something like, say, the Radiant Song.

Bards have always been an annoying class in every ttrpg I have ever played. Even in 5e as a viable class all they are is a sorcerer with a drum and a couple of skills shoved in to make them look different.
I highly recommend finding a DnD campaign with a Bard committed to the bit. I’ve played with some great bards that were the life of the party without ever casting a damaging spell
The difference being that we could pull abilities, attributes, and concepts from Alexstraza and the other dragons. We even had HotS dragons who we could pull actual class mechanics from.
What abilities, attributes, and concepts can we pull from the radiant song that couldn’t be utilized by existing classes?
But (luckily for the community) you’re not a game developer so what your personal feelings are don’t really matter.
The fact is Bard’s are the epitome of traditional Support class and the game is dying for other support classes because Aug exists. And Chen and the Pandaren are an easy in for Bard’s introduction.
Just as easy as using Alexstraza, Deathwing (the actual creator of Dracthyr btw) and Dragons as explanation for Dracthyr.
I’m sure Game developers can come up with something my non professional butt could and I put together a cohesive pitch for three Bard specs.

This kind of creativity is baked into the class, it’s how they cast their spells. You could dance, tell tales, play an instrument, sing - no homebrew needed.
Also individually, Cutting Words already kinda occupies that specific space on its own.
