I’m trying to go back with my druid and pick up the Balance of Power questline (for the xmog skins). From all the information I can gather, I have completed the necessary prerequisites: The Azurewing Repose chain and my order hall campaign. However, I cannot find Kalec to begin this chain and I don’t know what I’m missing.

Of course I have. That’s why I’m having a problem. It says Kalec should be in my order hall. He isn’t. I don’t know what I’ve missed that will make him appear.
If he’s not there, you’ve likely already started the chain.
The next place to check would be Azurewing Repose.
Or just follow the link Kyzera gave and check the quest list to see if any are in your quest log or if any seem familiar.

The balance of power person should be a northeast like just northeast of the flight path. He is on the edge of the pool with the huge honkin dragon.
Have you plugged your info in to a quest tracker like Icy Veins?
I know that you said you did the Order Hall campaign, did you also do your Order Hall research? The link I provided earlier was to the comments section of that Wowhead page and there were a couple of comments that mentioned exactly what it took to make Kalec appear.
Seeing as you currently have “In Nightmares” and “Essence of Power” in your quest log, Bogart, I’m going to assume you figured it out. I’m going to leave this link here though for anyone who may need it.
9/23/20 and I’m having this same issue. I’ve finished the druid campaign and the Azurewing Repose questline. Image of Kalec is not showing up in my class hall.
From what I know you need to wait a few days for him to show up, he won’t appear right after you finish your campaign.
Looks like you have done a bunch of quests through the story line, Hroont. You are currently on “The Emerald Nightmare: Essence of Power” so are on the right track.
@vrakthis would you have a look at mine? i’ve completed the class hall, azurewing repose… everything else i have read. I’ve been checking my class hall and azurewing repose regularly to see if he shows up, but no luck. thanks.
Any chance you could check it out on Cyclìcal - Area 52? Been to quest trackers, wowhead, and still can’t figure out where to go next…order hall quest complete, no Kalec.
Looking at the completed quest tracker on wowhead, it doesn’t look like you’ve quested through much, if any, of Azsuna.
You need to quest through Azsuna enough to complete the “Defending Azurewing Repose” part of the Azsuna Mata achievement before you’ll get the quest to start the Balance of Power quest line.
Eilis appears to be correct, Cyclical. You need to have quested through Azsuna a bit. You’ll start with the quest “Into the Fray”.

Trying to do this now… I’ve finished the death knight campaign… I have zero clue what to do now and Kalec won’t appear in my order hall…

Hello, I think I am having the same problem. I finished Azuna Matata and my order hall campaign. I am not sure what else I am missing.
