On only one of 7 characters its seems I cannot access my bags or bank bags as it gives me the requires an authenticator which I have never had. This is quite frustrating. All the other characters are fine.
That is strange, as an Authenticator is not required to access your bags or bank bags. Have you tried resetting your User Interface?
The only message that should refer to bags is the one that lets you know that if you add an Authenticator and Phone Notifications you can obtain additional bag slots in your main backpack.

Tried resetting no change. The character is Pilate on Remulos Oceanic server
Can you take a screenshot of what the message says? You can upload it to imgur and then paste the link between ` marks. It will appear like this:

It did work to access the bags but there is still a button to access 4 extra bags slots, but the bags are there. At least I can see my stuff, must be an add-on conflict
Do you have an authenticator and SMS Protect enabled on your account? You need both in order to use the four extra bag slots.
EDIT: Just saw you never had an authenticator. That’s why you’re seeing that message about unlocking the four extra backpack slots. You still have access to your bags, but you won’t have access to the extra slots until you add an authenticator and SMS Protect, as described in the article I linked above.
