I recently got a name change, usually when I’ve gotten one in the past they worked instantly.
Today it’s been an hour and a half of waiting so far, wondering if this is normal since they’ve always been instant for me until now ? Was I just lucky in the past?
It can take up to 24 hours for a character service to go through. Lot of character service activity happening right now due to WotLK server moves.

It shouldn’t take more than 24hours. Generally speaking, you’re right, they usually happen very quickly. I know we’ve seen some threads where there has been a longer than normal delay.
