I leaned pet battles from her but she does not offer me a quest. Is this a bug? I can't challenge any pet trainers because I can't get this quest.

Same problem. Learned the Tabby Cat BEFORE Pandaria went active. I can only say that was it because I've had no contact with this NPC otherwise.
Guess this isn't a very wide spread issue. I keep trying different things and I can't get her to give me even the very first quest. Just sells me a blue moth and teaches me pet battles. That is it.

I have this too. Paged GM, got this response:
"Game Master Chalriesh here, at your service! Looks like we missed eachother but I read your ticket about that Julia quest and Iām here to help!
In this case, this is actually a bug! Our development team is aware of the problem and actively working on fixing it, but in the mean time the only other way to get past this is to try to make another character to pick up the quest. This may not work, but it's the only workaround we have at the moment until our development team fixes it! Thanks for the report :) "

I got a few quests from her. She didn't sell me anything, but she offered to help me. I got to level three, then I got a quest where I was supposed to battle her, but I can't figure out how.
You're not supposed to battle Burnhep. Rather, she points you at other people you're supposed to battle. Double check your quest.
I'm having the same problem as well. She let me purchase the training and pet but no quest to go challenge the other pet trainers.

There's 4 or 5 threads on this going back aways. Some of them suggest visiting other pet trainers but the ones that I visited just offer the same blank listing. Another suggestion was to reload the game without addons but that didn;t help either. I went ahead and tried a third suggestion to go ahead and visit the first trainer that you're supposed to battle, Julia, but she just tells me that her snake don;t like her.

I will note though that the Zygor guide says that Audrey is supposed to offer up another quest called Varzok via a Quest Discovered interface that I did not receive.

do you have any other characters with pet battle quest steps completed on your account? ie, are you ONLY doing pet battlery on one character?

You have to have the MoP expansion. Battle pets are available without it, but you can't get the quest without it. If you have the expansion and still can't get it, I'm sorry I have no answer for you.
if you drop the first quest chain you have to go to the last person you beat to continue the chain otherwise you cant do any other chains
Yes bug is still active no work arounds , I never started the questline with her on any alt so I know its not started on another alt . also all alts have zero pet battles quest and none can battle trainers and none have any battle bag loot so I know I never started because of that and I never cared about it I was lvling for a longtime and said I will wait on PBs until later , well now its later and its bugged bigtime!

Never started this too cause i never intended to "play pet" / too much pokemon for me. Now i see i need to level pet everywhere and need achievement and you know what? NOPE! can't get even the first quest in 2018. so... that thread started in 2012? WOW! go dev go! Pfffff...
