There are a lot of suggestions made in forums for changes to the game on a daily basis. Asking to require a minimum level on public orders to me seems reasonable, and I honestly cannot think of a reason anyone placing a public order would not want that.
Because you can say you need other stuff crafted too.
Like 10 enchanted crests.
Because you want to communicate anything at all. Could be you list an enchanted crest, and comment “Hey, looking for a crafter to make R5 wand”. Could be “Hope you’re doing well”. Anything at all which isn’t inappropriate language.

The reason Blizzard hasn’t is because they want to force people to socialize. It’s not new tech, It’s been solved to not need crafter to be there (technically.)

Public orders trade quality for convenience. It’s meant to be a quick way to get something crafted.
People who want the absolute best can take the time out to get it, much like any other activity in the game that rewards high ilvl.

Why is the note there?
Because the same crafter cannot fulfill all public orders from the same person, and it can get cumbersome to do so. (Say Blacksmith alloys.)
Anything you wish to communicate. Anything at all that doesn’t violate chat rules. It is not there to invent restrictions or requirements, because it doesn’t do that.

If it was there to add restrictions or requirements, it would do that. It doesn’t add any requirements. If you want to add requirements, the game allows that already through multiple ways such as the embellishments, missives, and rank requirements. Not through the notes.
It just seems to me that people are excusing crafter’s bad behavior by exploiting the system. Any other person might have made me a T5 as requested, but I got someone who’s screwing with the system because they can.
