You still haven’t defined what “proper” use of the “Notes” is.
Sorry, but if you go to any hotel, and pay for a room with a patio, it would be fine and reasonable for them to say “sorry, can’t do that, and return the money”.
The current crafting system would be the hotel taking the money, saying “sorry not available” and then still not returning the money and just taking it. That’s the current system and the issue with it. NO ONE unless they were part of a scam would support a hotel just taking money regardless of whether or not they can provide the service requested.
The service is the room, not a room at the end of the hall, and those websites will specifically say “this request may not be guaranteed.” Guess what the in game system tells you about public orders… oh that’s right it tells you that you cannot guarantee a certain level.
No, the game doesn’t even tell you that. It places a box and people are left with the expectation that people will follow that request.
That request also has gold, and people can complete the order and take the goal while fully knowing they aren’t fulfilling the request.
So no, it’s not a hotel first saying “can’t do that”, it’s a hotel taking and keeping the money while simultaneously saying “can’t do that.” In the real world, these are called scams and people are sued for doing them,

As many others have said, you are basically defended the right to be scummy and victim-blam instead of recognizing the genuine issue.
Furthermore, if you truly hate the idea of minimum quality, then just remove the box because you are defending the right for that box to be ignored.
Like seriously, take a breath and realize what you are defending, then consider the type of world you would like to create.

The message to crafter is not a quality setting. It is for communication. Just because you didn’t get the quality you wanted (not enough to send in a personal or guild order though) doesn’t mean they should remove communication.
I am standing at the table to check and yes if you do personal order or guild order there is quite literally a drop down to select minimum quality… please tell me or show me where you see that when you do a public order?
Also there was a questline in DF but since that is two years old I guess we can’t count that.

Yeah I have always used this box as a way to keep tabs on people for future crafting, for example if I get a belt on my druid I will say “I have alt monk and rogue can you craft on them as well, I will add you.”

No, the point is that there’s a “Note to crafter” text box, I asked for T5 and got T4. I didn’t “order” T4.
I don’t know if it’s “last word syndrome” you have, but you keep repeating the same thing and myself and others tell you that you don’t understand.
What you asked for is irrelevant, that box is not the minimum quality setting. Which is precisely what I have explained to you repeatedly. You ordered the item with a R1 minimum, and got a R4 craft back. It’s truly this simple.
