Public orders do not guarantee quality no matter how many times you say “Please”.
They should allow this, but they currently do not.
So…
If you want to guarantee quality, place a personal or guild order.
Should definitely never put a public order out there for anything that has ranks.

I learnt pretty early that if you want R5, you need to find a crafter who can guarantee it at a price you can accept.
Crafting my own guaranteed R5 is partly why I have been levelling my JC/Inscription/BS.

Frankly I dont really understand why - when you can set a rank in a private order - you can’t in a public. Does Blizzard think players don’t care if an item they have invested reagents and AI in making is made at any level?
All they have to do is make it so that if the customer sets a rank in the order, the crafter cannot complete the order if they are unable to guarantee the rank. It’s a pretty simple fix.
