If people put a X tier only wouldnt the crafter need to use concentration to get to said rank? I think that might be a problem of tipping than anything else…

and weve given you multiple reasons why your opinion is incorrect…

Yep, ideally that would be awesome. But it doesnt work that way. It should, of course it should…but it doesn’t. If you don’t want a random person to make it at whatever random level they can do, then use the option that allows you to select a rank 5.
