Not to sound ungrateful, because you allowed Arms to be viable for 3 phases in PVE, maybe even the top dps in the first phase, and now the only class we do better then are arcane mages, that are healing…
Its not even by a little bit the median Score on wow logs for arm 20, while the median score on wow logs for classes is about 44.
2h Fury is what you transition into from Arms. There are two gear benchmarks you have to clear to make 2h Fury outDPS arms though.
You need at least 1k AP consistently. Not with trinkets or procs. Consistently. You also need at least 25% crit to maintain Flurry pretty smoothly. Once you have both on your own, 2h Fury will outscale Arms by enough to be worth switching.
DW fury is what you switch to when you can get to 10-11% hit without sacrificing either of the above stats.
Softcap for DW. It doesnt hardcap until 25% so hit continues to be a DPS increase until then. But the more hit you stack the more AP or Crit you are forced to sacrifice. 10-13% range is the sweet spot depending on weap skill availability for maintaining AP/Crit with appropriate hit.
You need 6% with 305 weapon skill. You should probably stick to shamans.
Heroic strike is 6%, when it is queued, your offhand also needs 6%, all of your windfury/extra hit procs, all are 6% on a raid boss at 305 weapon skill.
If you never heroic strike, and that would be really dumb raid buffed, in a raid with proper group setup, then sure more hit will really benefit you.
More hit only benefits you if you cannot heroic strike. Such as in very low rage situations, like dungeons.
While a bit more hit doesn’t hurt, because there may well be times where you cant heroic strike, even in raid, it is not needed for any “sweet spot”.

Offhand whites suffer a -50% damage penalty (before glancing) and a 25% miss rate. Youll never hardcap white hit for offhand, so you balance it against AP/Crit as doing so provides the smoothest rage generation while sacrificing the smallest reasonable amount of offhand damage to missing. The 10-13% range comes purely from whether or not you are able to utilize a weapon that benefits from your innate weapon skill and/or Edgemasters.

There is no separate ratings for your main hand and offhand for when you are dual wielding, it is a dual wield penalty
If you have 1 weapon in your hands 1 or 2 handed, it is 6% at 305 skill, when you equip a 2nd weapon, your hit rating goes up to 25% for white swings, it is still 6% for all yellow attacks
Your main hand and offhand both have the dual wield penalty(you can have 15% hit and still miss with your main hand, to be clear). when you hit heroic strike, that penalty goes away because now you are on the yellow attack hit rating. Because of how the game works, it also effects your offhand swing, for example if you had 100% up time on heroic strike (not realistic, but as an example) then you will have zero misses on your offhand.
This is why heroic strike queueing is a thing, you do not need to do it, but it is something you can take advantage of if you are skilled with a swing timer and are in a low rage situation.
Again, there is no “offhand miss rate” it is a dual wield penalty that effects both weapons at the same rate, main hand and offhand.
It isn’t a troll, the dual wield penalty adds 19% miss rating to BOTH weapons. It has always been like this. You can google “Dual wield penalty” and find the information. Yet people keep repeating this 2004 misnomer about “offhand weapon hit” as if it is fact.
