Is Arms decent to level in wrath and any good in dungeons / raid

It is the lowest dps class/spec possible. Any 25 man raid only ever needs 1. Later in ICC we actually get good with rets as well.
Arms is easy to level due to good cleave, high mobility and burst, and no reliance on cooldowns. It’s also strong in dungeons because it does great cleave. It’s not great in raids until later though, and at that point everyone plays fury instead of arms.
They start off weak, but like any highly gear dependent class… warriors are monsters later on.
It’s extremely fun to level.
Very powerful in dungeons. Somewhat weak in raids. That doesn’t mean you shouldn’t be doing as much as you can though. Just know that if you’re top DPS in something like a Patchwerk fight, you should be shaming the hell out of the rest of the DPS because they’re *bad.
*Ok. That’s a bit mean. They may have a disability or something that prevents them from playing well. If that’s the case, point them in the direction of DK. This will help them a lot. 
They get better in the next content patch when more armor penetrations items are accessible. I mained arms warrior in wotlk and the biggest complaint I had was weaker damage VS other classes due to the gear that was available atleast in pvp. Once better pve trinkets and weapons became available they obviously got better by the end of the expansion.

Ok Ty haha I like the aesthetics of Tauren Warrior as they have that strength and brutality look to them as a warrior. But I’ll def consider human
