I think people completely misunderstood the voting. A set’s throughput shouldn’t have been a deciding factor. There’s no promise that Arms will be as powerful as it was season 1 (That had almost nothing to do with tier bonus).
Objectively there was one correct answer, and it was Season 3 for arms.
I think you’re spot on with this. The Arms thread was filled with people who didn’t understand that the vote was to pick the one you enjoy the most and that tuning will come after. I’m not a fan of S1, but S4 should be a pretty short season so it’s whatever.

No there actually was.
Two of the three sets do ZERO things to impact our moment to moment gameplay. Guess which one actually impacts your rotation?
The question was to pick which tier was the most fun and IGNORE current tuning of set bonuses. A tier set that has zero impact (unless your rotation is a complete mess) cannot possibly be more fun than one that changes your playstyle, and gives you free AoE and dot refreshes.
Like it’s not me being hyperbolic, and objective demonstratable fact.
And maybe someone finds it subjectively better for a tier set to be more passive and not to impact their gameplay. Your idea of fun is not the same as everyones, thus there was no objective answer here.
This answer right here is why we have S1. it’s difficult for me to believe this is a good faith argument as I cannot imagine a scenario where anyone who plays the class would pick something that doesn’t make the class more streamlined.
I wouldn’t even consider sets as completely set in stone until blizzard actually makes an announcement. I would imagine they would filter multi-character votes out. FWIW though, I voted for season 3.
The only scaling Arms will have in S4 is whatever Aura buffs Blizzard deem to sneeze our way.
Here’s hoping they at least get it right and remove all the bad actor multivote manipulations from every single poll because people with too much time on their hands having an additional 50-100 votes per bnet license is ridiculous, when the rest just voted once or not at all due to the horrible advertising of this poll in general.
If the standings end up being the same between each spec, so be it.
I like the gameplay of cleave. Unless the set is tuned very poorly we’ll be back to using it.

Hot take, Nothing is stopping you at all from using cleave in your current build.
It’s actually a little better for AoE Deep Wounds uptime over not taking it, at a loss to whatever talent you’ve deemed to not take in it’s place. Ends up being a slight AoE gain for a ST loss usually.
Cleave is less zugzug. How’s a zug supposed to zugzug with that little zug?

Every sim I ran had cleave as an aoe loss.
M+ Sims aint it chief, they have never been a good indicator at all.

I love cleave, wish it was always our main aoe ability.
Season 3’s bonus is actually neat to use on paper and it’s surprisingly effective in PvP (being able to stack rend, a light snare, and big damage in one GCD is a humongous deal). PvE wise, the numbers are absolute garbage. The 4pc bonus accounts for barely 2% of overall damage, even being outdone by a head enchant even. An assassination rogue’s 4pc makes up 10% of their total damage.
So, thank goodness we’re getting an actual good bonus again.
Yeah season 3 is cool. But weak AF. And season 1 will scale really well with our stats.
