Unfortunately I am not an official representative of Blizzard, I’m only a player just like the rest of you and I’m only posting a solution that has worked for me. I don’t have a direct hotline to the CS department to figure out what’s going on so I’m very much in the dark as everyone is.
As I stated the VPN isn’t a solution everyone will be able to utilize and its only a temporary bandaid to a much bigger issue.
I just spent over last 40 mins on my HM Rogue getting rubberbanded back and forth from the Plains too the Span…about every 5 mins I get thrown back then thrown forward…
Most likely Blizz CS hasn’t found the root cause of the issue, it seems like there is an issue with the game server registering the current state of your toons. I have multiple alts in the same guild and when I log in to one of them I can see both my stuck toons as online. However the game communicates with the server is getting interrupted returning the last known state of our toons as “Online” returning the error “A character with this name already exists on this server”.
I knew I should have added that this was not a personal attack against you but decided I probably did not need to. My only point was to say using a VPN should not be required to play a game that does not require it. It was not anything directed to you or the other person who talked about using a VPN. Apologies if you took it that way.
It’s alright. I didn’t take it too personally. I also agree using a VPN should not be required to play. However with that knowledge we can basically confirm its related to the DNS so in a way it could be a DDoS attack with a DNS Flood. However for it to affect only a part of the game instead of the entire game is strange.
This is what is been happening for a few days for me. Usually while hearthing, but now I am also getting phase outs ie. no npc’s not able to get off mounts etc.

I find it funny - their most recent Tweet form their CS Americas account was about the DMF and how you should check it out.
And I’m just like, advertising content for a game that’s not currently playable by many as indicated in several places is a rather bold strategy.
EDIT: OH, just checked and they replied to someone’s comment, “We don’t have any updates at the moment, but it is a widepsread issue being looked into. Fingers crossed that the people affected can log in soon. ^CC”

…Mediacom. They got a monopoly here so options are a no go, hence why I have plans on moving. Though not for this one reason but it is one of a few.

Didn’t even notice this was a thing.
I had this twice, whenever i completed a Mythic+ run, i hearthed back to Valdrakken but however i got stuck on the loading screen for 5 minutes. And when i relogged it kept saying “This char name already exists” even tho no one took my name. Restarted WoW like a few times after that and im eligible to log back in
I started noticing it yesterday, but it was at least manageable. Today it’s more stop than go. I can’t even play and I play on Lothar. I did notice a few times today they said they were doing maintenance on this server or that server… But still having major issues on little ol’ Lothar lol
