Why are Dracthyr reused models like an Allied Race

Male Blood Elves and Female Humans are what Dracthyr are, so are Dracthyr an new race or just an allied race? If they were too lazy/incapable of making an actual new race then why not just make Invokers available to Humans and Blood Elves and give them customization like Demon Hunters instead or better yet since Dragons are Shapeshifters they should just be available for all races because a Dragon can shapeshift into any race. Whatever racials Dracthyr have could have just been built into the cl…
