Just what the title says. Is there any way to get a second phone number for a second battle.net account, without paying for a new plan? Would any app that does this work? And is it against the rules to use a family member’s phone number?
It is not against the rules to use another family member’s phone number. However, if you need to use that number for account recovery or any other CS function, it can be challenging. That family member may not be nearby or may have changed a number without telling you. That makes it a risk. Up to you to decide if that is a risk you wish to take or not.
That phone number will also be bound to the Bnet account so they can’t use it to make their own Bnet, if they ever wanted to.

No, a phone number that’s seen by the FCC as vaild can be used. Folks tried to use google voice (whatever it was called), but Blizzard required such number be able to take text messages as well.
Google Voice numbers can take text messages. I was under the impression that the reason why Google Voice numbers aren’t eligible was because VoIP numbers in general aren’t eligible, though I don’t know why that is.
Do you actually need a phone number to create a Battlenet? Or is it an optional addition for security?
Just use your family members number. Might be frustrating if it asks you to authenticate as mine does periodically, but if your family member lives with you or close by, it should just a small annoyance.

VOIP is not eligible because it’s free to grab a dozen then when it gets banned get another dozen.

No. You’ll need a phone number from a major carrier.
